Dr. Eleni Panagiotarea is Partner and Member of the Investment Committee at EOS Global Investors. She brings more than 20 years of experience working at the intersection of investing, economic policy, development finance, governance, and private capital mobilization, with sector expertise spanning climate finance, infrastructure, financial services, digital transformation, and economic development.

Prior to joining EOS, she served as Representative of Greece on the Board of the World Bank Group, contributing to the oversight of a multi-billion-dollar portfolio of development and private sector investment operations across Africa, East Asia and the Pacific, Latin America, Europe, and the Middle East. During her tenure, she played a leading role in originating and championing World Bank technical assistance programs in Greece focused on investment climate reforms, infrastructure competitiveness, logistics, skills development, and private capital mobilization. She also contributed at Board level to the International Finance Corporation’s (IFC) Responsible Exit Strategy for Private Equity, a landmark initiative promoting responsible investment practices across emerging markets.Before joining the World Bank Group, Dr. Panagiotarea served as Senior Economist at Piraeus Bank and as Special Advisor to the Greek Ministerof Finance, advising on macroeconomic policy, banking sector developments, financial stability, structural reforms, and European economic governance. Her experience spans both public and private sector institutions, combining policy expertise with an investor’s perspective on growth, competitiveness, capital allocation, and value creation.

Dr. Panagiotarea is the author of Greece in the Euro and other landmark studies on Greece’s performance in the Economic and Monetary Union, the sovereign-bank nexus, and regulatory capacity. Her work has been recognized by leading international institutions and think tanks, including the London School of Economics, the University of Oxford, the German Marshall Fund, and Chatham House. She is a frequent commentator on global political economy, European economic governance, development finance, and private capital mobilization. She currently serves as a Board Member of the Onassis Public Benefit Foundation and is the founder of the Financial Inclusion Programme at the National and Kapodistrian University of Athens. She is also a Certified Expert in Climate and Renewable Energy Finance from the Frankfurt School of Finance & Management.

Dr. Panagiotarea holds a D.Phil. and an M.Phil. in Politics from the University of Oxford, where she studied as an Onassis Scholar.
